My name is Irene, you don't know me but my love for border collies makes me a regular visitor to your site.   I live in Japan and try to do as much as I can to help dogs in distress here.    I sent this mail last week to a few people and would be grateful if you would take the time to read it, pass it on to as many people as possible and send a mail to the address below.
Towards the end of last year 257 dogs were found in dreadful conditions in a breeder's premises in Osaka Prefecture.    This breeder surrendered all rights to the dogs to a rescue group called “Wan Life” (Dog Life) who started to care for the dogs.   Unfortunately, however, the breeder had been selling puppies or dogs up until the time they were given to Wan Life, and it was found that these were suffering from Brucella Canis
This was reported to the health department of the prefecture and the prefecture immediately moved in and took custody of all the dogs.   They then tested them for Brucella and it was found that 118 of the dogs tested positive and that the remainder, 139, tested negative.     Since then, the officials have not virtually nothing regarding the situation except sit on their thumbs and hold meetings.  
Since taking possession of the dogs the prefecture officials have not fed the dogs, they have not given them water, they have not cleaned the cages.  They have not given any treatment;  they have not separated all the infected dogs from the ones that are not infected.   Until today they have done nothing for the wellbeing of the animals.  The volunteers from Wan Life do everything for the dogs using donations.   However, what they can do is limited as they are prevented by the prefecture from moving any of the dogs from the premises and I think the ones that are in cages, are not allowed out of these cages.  
The conditions are appalling and many dogs share extremely small cages and two days ago one dog died from wounds received when he was bitten by his crate partner.  I have to admit that yesterday the prefecture brought 30 new cages for the dogs but apparently that is the limit of their assistance.
I telephoned the prefecture today and asked  why all the dogs could not be moved to a larger area where they could be separated and kept in adequate quarters and was told that they would like to do this but it was difficult to find the facilities, etc.  This is ridiculous, we are not discussing some poor backward prefecture with no resources.    
Osaka has a GNP which if it were a country would make it around the 14th largest in the world and it is inconceivable that they could not find facilities suitable for the dogs.  If there was the will they would find the way.  Unfortunately, as with civil servants all around the world, there is more interest in avoiding taking responsibility and moving this to someone else than actually doing anything.
The officials from the prefecture have said that they are "considering" treating all the dogs if it is possible , unfortunately "considering" is not a promise and when I asked today if they were also "considering" destroying the animals I was not told that this was not a possibility but only that they were "considering" how to go forward.
In other words, this is a very distinct possibility.   They are going to have another meeting in a few days and I think there is a possibility that they may decide to destroy the dogs.    They will do what is convenient for them and this may not be in the interests of the dogs.
I think that the authorities in Osaka would be influenced if we could get the support of people around the world and I would be grateful if you would send a mail (English is fine, in fact it is probably better in English) to both the Japanese embassy and to the Osaka prefecture office.

Dear Sirs,


I have become aware of the situation of the 257 dogs that have come into the care of Osaka Prefecture and am writing to express my concern.  While many of them are affected with Brucella Canis they are receiving no treatment.    In fact since Osaka Prefecture took control of the dogs we believe that no steps have been taken to prevent the disease from spreading further and that the dogs continue to live in appalling conditions, some of them being crowded, three into a small cage.  Apparently a dog has already died as a result of bites it received from its cage mate and this could, and should, have been prevented.   The only care they are receiving is being provided by volunteers from Wan Life and food is being paid for by donations.  The volunteers are prevented from moving any of the dogs and are extremely restricted in their ability to improve the living conditions for the dogs.

We urge you to urgently move all the dogs into adequate and humane facilities so that the uninfected animals can be separated from the infected and prevent further spread of the disease; to provide adequate space for all the animals, where they can be exercised; to provide funds to feed the dogs and to provide the necessary medicine and veterinary care and to relinquish control of the dogs at the earliest possible date so that they can all be re-homed.
