Sirs, We
write to you with regard to the situation in Osaka and the predicament
of the dogs now under the care of the Osaka
Prefecture Rescue Committee for Brucella Canis. 現在大阪府ブルセラ感染症救援本部の管理下にある犬達の境遇に関する手紙です。 We
have been following this situation closely since the 29th
January and must advise you that it is causing great concern amongst
animal lovers in the International Community. 我々は去る1月29日よりこの状態を見て参りましたが、この状態について世界の動物愛好家の懸念が高まっている事をお伝えしなければなりません。 This
concern is not only for the future of these dogs but also for the way
that the situation is being handled by the Committee and the length of
time the dogs have been confined in inadequate and inhumane conditions. The
infection that some of these dogs are carrying is known to be one that
is able to be transmitted to humans and therefore we acknowledge that in
this case there is a public health issue to be considered. これらの犬達が感染している病気は人間にも感染するという心配は理解できます。 However,
the incidence of recorded infection of humans by Brucella Canis though
out the world is very, very low in relation to the prevalence of the
disease and it is a documented fact that a percentage of all dogs living
with humans in Japan already carry this infection, yet even the
transmission of this disease between canine hosts in Japan is not a
major problem, nor has it become a public health issue for the human
population. しかしながら、Brucella Canisが人間に感染したという記録は世界においても非常に低いという事、そしてまた現在日本においてBrucella Canisに感染している犬が一般家庭にもいるという事実が記録されているにも関わらず、それらが人間に感染し、大きな問題になったり、公共の健康問題に 発展していないという事実からも分るかと思われます。 It
can be concluded that, if properly handled and with correct bio security
precautions, medication and remedial care, these dogs can be saved and
placed into new homes and will pose less of a risk to the Japanese
people than many dogs already at large in the population. It
seems illogical and unreasonable to prevaricate further and we urge you
to take advantage of the positive goodwill and resources offered and
available to you through the proposals of the various organisations who
are willing to assist in the steps required to bring a happy and humane
conclusion to this issue. 幸せで人道的な結果の為に、助けの手を差しのべている幾つもの団体の資源、誠意を受け入れる事を強く希望します。このまま言葉を濁すのはあまりにも非論理的で適切ではないものと思われます。 There
are precedence’s where independent organisations working with
Governments and Government Departments elsewhere in the world have acted
to successfully save animals caught in situations involving infectious
diseases. For example, the 2001 Foot and Mouth Epidemic in the UK. 民間の団体が、政府、政府局と協力しながら感染症に犯された動物達を助ける事に成功した前例が世界に存在します。例えば、2001年に英国で流行した「手足口病(Foot and Mouth)」がそうです。
As
you may be aware, the Foot and Mouth Virus is extremely contagious and
can be carried and easily transmitted by a variety of means. There have
been recorded cases of humans contracting the disease and the virus can
be easily caught by contact with any infected material. Any animal,
vehicle or particle can carry the disease and the virus is prolific in
its ability to reproduce in a suitable host. Perhaps its worst quality
is that the infection is airborne. すでにご存知かと思いますが、「手足口病(Foot and Mouth)」のウィルスはとても広がりやすく、色々な形で感染してゆきます。人間に感染したという記録もあり、そのウィルスは感染した物質に触るだけで 簡単に移ってゆくもので、またウィルスの生殖能力はとても高く、一番問題であるのは、それが空気感染するという事です。 Foot
and Mouth turned the UK into a war zone for nearly a year. Infected
farms became prisons. The movement of livestock and humans was severely
restricted. Millions of sheep, cattle and other potential host animals
were slaughtered and burned to prevent the spread of the disease.
Amongst this chaos, many sheepdogs were also being slaughtered, even
though they were not hosts of, or affected by, the virus. Their deaths
were precautionary in case they wandered and spread the disease to
neighbouring properties. その「手足口病(Foot and Mouth)」は、一年近くもの間英国を戦争地域のように凄まじいものにしました。感染した農場は牢獄と化しました。家畜類と人間の行動が厳しく規制され ました。病気の拡大を防ぐ為に、何億という羊、牛、感染の可能性のある他の家畜動物達が病気の殺され、焼却処分になりました。またこの混乱のせいで、病原 菌のウィルスに感染していない沢山の牧羊犬達も殺されていきました。この犬達の死は、近郊の土地にこの病原を広めないための予防策だったのです。 There
was a public outcry against the slaughter of dogs and alternatives were
called for. 犬達を殺した事に関しては、一般市民の激しい反抗がありました。そして別の選択をという運びになりました。 Our
Organisation became involved in this. We proposed a scheme to the
Government Ministry involved that would allow us to attend infected
farms, disinfect and remove dogs that had come into contact with
infected animals, quarantine them, attend to their medical needs and
then re-home them onto other farms where they could continue to be
sheepdogs. そこでこの問題に取り組むようになったのが、我々の団体でした。私達は担当省庁に対し、私達の団体が感染した農場に入り、感染している家畜と接触した牧羊犬を隔離し、感染症を治し、そして他の農場に無事戻し牧羊犬として生きる事ができるような計画を提案しました。 The Ministry was not without concerns about the potential for this activity to add to the spread of the disease but they were not unreasonable and saw no necessity for dogs to be slaughtered if there was a suitable alternative. 内閣はこれ実行する事で感染がますます広がる可能性がある事を心配していない事はありませんでしたが、もしこれが適切な代案であるならば、これらの犬達を殺す事に対して、必要性を見出しませんでした。 There
were issues of general public concern involved as the disease had such a
profound affect on any community where an outbreak occurred and no-one
would want, even a dog, from an infected area being brought into their
neighborhood. 英国市民は病気の大きな影響を心配し、病気が流行した地域からは、たとえ犬であっても彼らの近所に移動してくる事を誰も望まない状態でした。しかし、これらの問題は双方で満足のいくように働きかけ、政府の承認と後押しで、きちんと取り組むことが出来るのです。 The
scheme was a great success and 211 dogs were directly rescued before the
disease restrictions were lifted. All the funds needed to pay for this
operation were found from public donation. In not one of these cases did
any of our operatives or the quarantine units we used spread or transmit
the disease from an infected farm. この計画は大成功に終わり、211匹の犬達は無事レスキューされ、病気制限は解除されました。これらにかかった費用は全て一般市民による寄付によ りまかなわれました。最終的にこのレスキューに関わった工作員、隔離班の誰一人として、この感染を広めたり、感染したりすることはありませんでした。 In
many respects your situation is far simpler and the implementation of a
rescue and care package that would include quarantine in suitable
accommodation carries far less risk to the general public or the economy
than the operation we carried out. あなたの状況は多くの観点から見ても、非常にシンプルであり、救援の実行と、適切な施設による隔離治療によって、一般社会または経済におけるリスクは私達が実行した英国でのに比べてずばぬけて低いものです。 You
also have the advantage that much of the resources and expertise needed
to carry out a rescue program for these dogs is already available to

should also bear in mind, as part of your decision making process, that
there will always be consequences to any decisions you make and the way
you implement them. These consequences could be positive or negative and
the International Community is watching and aware and will judge the
organisations with representation on the rescue committee, and your
country, accordingly. プロセスを決める段階で、あなた達が決めた事にもそれをどう実行するかにも結果が伴う事を念頭に置くべきである。そしてそれらの結果がどうなるか国際機関はそれを見て気付いており、それによって救済機関とあなたの国事態を結果によって判断するのである
We
have been contacted by many individuals and organisations from within
Japan and from outside with suggestions for action that reflect the way
people feel about the situation so far. These
have included the following ideas – Calls
for protests at, and a boycott of, the International Athletics
Competition due to be held in Osaka this year. A
call for an embargo on Japanese Companies and Manufactured Goods by
animal lovers throughout the world. A
petition calling for the resignation of Prefecture Officials responsible
for overseeing this situation. A
petition through the facility on the website of No 10, Downing Street
calling for the British Prime Minister, The Right Honorable Anthony
Blair, to intervene with a formal letter to your Government. A
tourism boycott of Japan. And
many more.
私達は、日本国内、国外の個人、または団体から連絡を受け、それらの人々が現在どう気持ちを表すのかという助言を得ました。 It
can be clearly seen that this situation is causing much passion and
negative feeling towards the Prefecture, Osaka and Japan and we fear
that some of these suggestions may be implemented if the situation is
not resolved satisfactorily. このように現在の状況は、犬達に対する熱意と大阪府と日本へ対する人々の否定的な感情が原因であるのは明らかである。そしてその否定的な感情は 正しい行動によって中和されるか、間違った行動によりますます拍車がかかるかのどちらかです。これから最良な行動をとった場合には、もっといい反応が返っ てくる場合もあるかもしれません。決して遅すぎる事はないのです。 We
would have thought that the organisations with representation on the
Osaka Prefecture Rescue Committee for Brucella Canis would have a vested
interest, professionally and morally, in achieving an outcome where any
dog that could be saved, was saved. 私達は、代表である大阪府ブルセラ病感染犬救援本部が所有権を持ち、プロとしても道徳的観念においても、助ける事のできる、そして助けられたであろう犬達を救うのだと思っていました。 It
is difficult to understand how matters should have progressed so slowly,
how so many of the dogs have met their deaths and how poor the standard
of care and remedial treatment has been with so many illustrious and
responsible organisation involved. 著名で、責任ある団体が関わっていながら、犬達の環境を整えるのが非常に遅い事も、沢山の犬達が死を迎えなければいけない事も、救済する為の処置の基準の低さも理解しがたいものがあります。 It
appears to the world outside of your Committee that your primary
motivation does not lie in the welfare of these dogs but in the
convenience of dealing with the situation with the least possible
expense and inconvenience to the Prefecture, and that the inclusion of
Veterinary Associations and Pet and Welfare organisations within your
decision making process is simply cosmetic and intended only to give the
impression that all welfare opportunities have been explored and that
euthanasia is an acceptable and only course of action. あなたの委員会以外の周りの世界には、あなたの主な動機は犬達の幸福の為ではなく、府にとって低コストであることであり、また好都合な方法であ り、府の獣医師団体とペット愛護団体を導入する事によって、まるでできる限りの対策を全て検討した上で、処分しか方法がないかのように見せている事は明ら かであるように見えます。 We
know that it is not and that there are other alternatives available to
you. The
ramifications of your actions and the outcome will reverberate far
beyond Japan. The precedent you set in this case will affect animal
welfare issues in many other countries, particularly those in Asia. If
you see fit to execute dogs infected with Brucellosis, rather than treat
them, what of the many other infected dogs in Japan – are they
also to be executed? Should all Japanese dogs be tested and, if
positive, killed? あなたがたのとっている行動は、外交関係においても日本以上に反響が出るでしょう。あなたがたが作ろうとしている「前例」は他の国、特にアジア 諸国の動物愛護にも影響がでるかもしれません。もしブルセラ症にかかっている犬達を処分しなければならないのなら、他にも一般家庭にいるブルセラ症の犬達 も処分しなければならないという事ですか?それでは、日本にいる全ての犬達を検査し、もし陽性ならば、殺してしまうという事ですか? International
Animal Rescue and Welfare Organisations around the world who have worked
for many years to educate people and inspire Governments to introduce
better legislation for the care and protection of animals will find it
difficult to stand back and watch this happen. 長年において人々を教育し、またそれぞれの政府がこれらの動物達のケア、愛護をさらにより良くする為の法律制定を目指し奮起してきた、世界中の国際動物レスキューおよび愛護団体は、この大阪での現状を黙って見ている事は出来ないでしょう It
goes against all that we stand for. It reduces life to the level of
commodity and demotes the duty of care to be no more than the slave of
convenience. (ただ傍観する事は)私達の志とはかけ離れているのです。それは命をただの産物であるかのレベルに蹴落とし、「ケアする」という任務を好都合(便利)の奴隷に降格させている事になります。 It
would undo much of our hard work, waste much of our hard earned
resources and we would have to take action to counter its effects and to
reduce the likelihood of it happening again in the future. さらにそれは、私達がいままで培ってきた努力と、必死で得た情報を台無しにするモノであり、私達は今後、似たような事が繰り返される事が予測される為、それを阻止する為に行動しなければなりません。 The
most damming aspect of this situation is the fact that you are refusing
the assistance of people and organisations that are willing to give
time, labour, expertise and materials at no cost to the Prefecture or
the taxpayers you represent,
From
what has been revealed to date, it is obvious that you need the skills
and resources of these people and you could benefit from their
enthusiasm and dedication. この状況のもっとも最悪な事実は、あなた方が人の助け及び、時間と労力を提供し熟練した知識と納税者に負担のかからない資材を提供できる団体を拒んだ事にあるかと思われます。 So,
for the third time we write to you and ask that you be reasonable,
receptive and open in your actions and point out to you that it has been
done before and can be done again. That there is no need for further
loss of life and no excuse for poor welfare or neglect. ですから、今回で3回目のあなたへの手紙での懇願になりますが、もう一度お願いします。良心的で、受容力を持ち、心をオープンにして私達の手紙 を受け止める事を懇願いたします。これ以上の命の損失は必要な事ではなく、それを貧困(経験不足?)な動物福祉業界、または怠慢のせいにする事はできない という事です。 On
behalf of the International animal welfare community and the thousands
of concerned citizens of Japan and other countries who are following
this issue, we urge you to enter into open discussion with The Matatabi
Veterinary Team, Ark Angels and Wan Life in order to formulate a plan of
action which will ensure the safety and future wellbeing of the dogs
still left alive and to open this debate to other organisation who may
be prepared to help. 世界動物福祉機関を代表して、犬達を心配している数千の日本人、そしてこの事に関心を持つ他の国の人々である「私達」は主張します:犬達の安全 と未来の幸福な生活を築く為の計画を作成する為に、またたび獣医団、アークエンジェルズ、そしてワンライフらと公開討論会を開き、その討論会を他の援助を 提供できる団体と共有すべきだと。 We
urge you to take immediate action to move the remaining dogs to secure
and comfortable quarantine facilities or veterinary hospital if
appropriate, separating those who have tested positive from those who
have tested negative and isolating as many individuals as possible in

urge you to provide proper and full veterinary treatment and care within
a bio secure environment with correctly measured and administered drugs
and proper, continuous supervision by caring and qualified personnel. 私達は主張します:獣医的な治療と生物学的に安全な環境にて、思いやりと資格のある人物による断続的な管理のもとに正しく処方され適切な薬を犬達に提供する事を。 We
urge you to provide a proper and balanced diet, designed to ensure the
easy absorption of nutrients essential to recovery and good health. 私達は主張します:回復と健康を保つ為に適切で栄養のバランスが取れ消化吸収されやすい食事を与える事を。 We
urge you to provide suitable bedding materials, cleaning and grooming
materials, recreational facilities and human companionship and to do all
things appropriate to enable the recovery and eventual re-homing of
these dogs. 私達は主張します:それぞれ個体にあったベッド資材、洗浄とグルーミングの為の用品、遊び場、人間との交流、そして犬達が回復し徐々に里親の元へ行ける為に必要な事を適切にする事を。 We
urge you to take advantage of the volunteers and facilities offered to
you and to allow the public to support the care of these dogs in a
legitimate and charitable manner. 私達は主張します:ボランティア搬入と民間の助けと犬達を合理的で慈悲深い方法で世話をする事が出来る組織の提供を。 We
urge you to work within the spirit of your own countries animal welfare
legislation, designed for the protection of animals in Japan, no matter
who owns or is responsible for them and introduce a little Aigo into
this situation. 私達は主張します:誰が所有し誰の責任か等ではなく、愛護の気持ちを持ち自国の動物を守る動物福祉法の精神の元に(犬達と)働くべきだと。 If
the Osaka Prefecture Rescue Committee for Brucella Canis is not capable
of this, we urge you to resign responsibility and hand the dogs over to
someone who is. Dekiru dake hayaku. もしも、大阪府(救援本部)に助けるのが無理なのであれば、出来る誰かに犬達の所有権を譲り渡す事を主張します。デキルダケハヤク。 We,
at The Border Collie Kyuen Hobun, will continue to campaign for the welfare,
benefit and lives of these dogs and for justice for them in the
situation they find themselves in. A situation not of their fault or
choice. We are resolved that we will continue to take, support and promote whatever action is necessary and lawful to seek justice for these dogs. Should they live or die, they WILL have a voice and it will echo around the world. The
