Humane Society International (HSI) has recently become aware of the situation that faces over 200 dogs at an abandoned puppy mill in Osaka. We understand the urgency of this situation and will try to help where we can.

We understand that the initial response is to try to save all of the dogs in the situation in Osaka. HSI has seen these types of situations here in the US. In these cases, authorities have resorted to humane euthanasia of sick animals to prevent further distress.

Since these dogs in Osaka are not currently receiving the care they should due to the political hurdles, we strongly suggest that the officials allow qualified people representing Matatabi Vets, Ark Angels and Wan Life to enter the premises, quickly and humanely euthanise the dogs that are visibly sick and suffering, and rescue the dogs that are able to be treated, appear healthy or test negative for Brucellosis.

We will urge the Osaka officials to allow local groups and veterinarians, to take control of this situation. To alleviate political concern and lessen the potential for the disease to spread, we highly recommend that professional veterinarians be present and have oversight of this process. Proper equipment should be mandatory for all involved (gloves, masks, etc.)

The dogs that are evacuated from the puppy mill should be isolated until they receive a clean bill of health, and then be transferred to a foster environment where they can be put up for adoption – something Wan Life, Ark Angels and other local groups no doubt have experience with. These animals should be sterilized and given the proper vaccinations once they are healthy, and before any adoption.

Brucellosis, or the canine variant – B. canis – is not so easily treated in an environment such as the one at the Osaka puppy mill. In the eyes of public health officials in Osaka, there is cause for concern, as B. canis is a zoonotic disease (can be transferred to humans, but is able to be treated), and is fairly contagious. Approaching this particular outbreak is much different than approaching a non-zoonotic one, as there is the potential for the disease to spread to humans.

ヒューメイン・ソサエティ・インターナショナル（HSI）は、最近になって、大阪の繁殖場に200頭を超える犬が放置されている事を知りました。救済措置が急務であることから、我々は出来るだけのサポートをしていく所存です。

初期の対応は、全頭救出の方向であったものと思われます。HSIは今回のようなケースをアメリカでも垣間見て参りました。このような場合、行政は、病気の動物達がこれ以上苦しむことを防ぐため、人道的な安楽死という手段を取ってきました。

今回の大阪のケースでは、政治的な障害により、必要とされる犬への治療・措置が施されておりません。よって、我々は、行政がまたたび獣医師団、アークエンジェルズ、ワンライフの中から適格な人材を受入れ、建物への出入りを許可し、明らかに病が悪化し苦しんでいる犬に対しては人道的かつ迅速に安楽死させ、出来る限りの治療可能な犬、健康な犬、ブルセラ症に感染していない犬を至急救済することを強く要望致します。

我々は大阪府の担当者に対し、現状況の管理体制を、ボランティアおよび獣医師に委ねるよう要請します。政治的な懸念を払拭するため、また病気の感染をおさえるために、獣医師達を現場に配置し、証人として一連の救助作業を監視させることを強く要求致します。手袋・マスクなど、適切な措置が施されることも不可欠です。

繁殖場から避難させた犬達は、健康に問題がないと診断されるまで隔離し、その後一時預かりの元で飼い主をみつけるよう手配して下さい。これはワンライフやアークエンジェルズのような団体や地元ボランティアが日頃行っている活動であり、彼らがノウハウを有しています。犬を殺菌し、健康な状態になってから適切な予防接種を受けさせて、それから里親の元に出すようにして下さい。

ブルセラ症は、大阪の繁殖場のような環境下で簡単に治療できる病気ではありません。大阪府の公衆衛生当局にとっては、ブルセラ症が人畜共通感染症であり、接触伝染性の病気であることが懸念材料なのだと思います（人への感染もありますが、治療は可能です）。確かに人への感染の危険性は否定できませんが、 感染経由は、人畜共通感染症以外の病気とは大きく異なっています。  

今回の我々の提案が、この悲惨な状況を改善する上で役立つことを望みます。
